As part of the on-going REALLOCATE project agenda, a
Twinning visit took place in Zagreb on 12–14 November 2025. The visit gathered representatives from the Croatian and Hungarian capital, Zagreb and Budapest, which are twin cities under the REALLOCATE Twinning Scheme. Alongside the two cities, REALLOCATE project partners Eurocities, the International Federation of Pedestrians, Croatian local cycling NGO Sindikat Biciklista, ARUP and the European Cyclists’ Federation attended the three-days programme. The objective of the visit was to facilitate an exchange of knowledge and ideas between the two cities and their respective pilot projects, which include the redesign of unsafe intersections into more pedestrian- and cyclist-friendly urban spaces.
After the Deputy Mayor of the City of Zagreb Luka Korlaet opened the session, the Zagreb team, led by Marko Velzek, kicked off the programme with an overview of current initiatives driving Zagreb’s urban transformation agenda, including seasonal street redesigns using tactical urbanism, the development of the Greenway along the Sava river, and the introduction of the city’s new bike-share system, Bajs, which intends to boost cycling rates in the Croatian capital.
The afternoon brought engaging knowledge-sharing sessions, including the analysis of drone footage and mobility data with experts from the Faculty of Transport and Traffic Sciences, Budapesti Közlekedési Központ (BKK), and the Centre for Research & Technology Hellas (CERTH), alongside dynamic discussions on the challenges, opportunities, and lessons learned across different cities.

The second day started with a visit of the pilot site, the intersection between Selska and Horvaćanska streets, followed by a cycling tour and site visits to the city’s main cycling infrastructure projects, using the city’s new bikeshare system.

The afternoon featured the
interactive workshop, in which mixed teams from both cities brought ideas into practice. Proposals for Zagreb included a Dutch-style intersection design and reducing car lanes, while for Budapest the focus was on superblock concepts, speed reduction, and improved cycling facilities around a school area.
Throughout the workshop, ECF supported both groups bringing expertise and proposing ideas to upgrade the cycling infrastructure in both pilot projects, facilitating discussions, providing technical guidance, and sharing best practices from other European cycling projects.
REALLOCATE 2025 demonstrates the importance of connecting cities, institutions, and experts across Europe to tackle common urban mobility challenges and create tailored, sustainable solutions. The organisers reaffirm their commitment to supporting Zagreb and Budapest in developing people-centred transport strategies, where safer streets, cycling, and public space improvements take priority over car-centric planning.
