Cycling gained a global voice by the ECF at the International Transport Forum (ITF), a three day annual summit gathering Ministers of Transport from 52 OECD member countries in Leipzig, Germany. In a document entitled ‘Key Messages from Ministers: 2011 Annual Summit’, Ministers recalled the 2004 ‘Recommendations on National Policies to Promote Cycling’ and referring to health and the environment encouraged “the use of transport modes-including cycling and walking”.
